Stacking Road Signs
So is the sign underneath really required? Presumably not so get rid of it. No one can see what it shows.
In any event, when mounted with other types of sign, the triangular warning signs should always be mounted at the top. See chapter 4, page 6, para 1.28, of the official Traffic Signs Manual published by Gov.UK (download it HERE.)
